Safety culture in the construction, operation, and maintenance of major assets, with attention to decisions involving concession operators, local teams, and contractors.
A highway, terminal, or other major structure involves operations, maintenance, and expansion work. These activities may take place at the same time, with companies and professionals involved in different stages of the asset’s life.
Management needs to understand how responsibilities connect across these activities. Corporate guidance must reach both the people planning the work and those on site. There must also be room for conditions observed in the field to influence the organization’s decisions.
Across distributed infrastructure, this communication passes through sites, contracts, and leadership levels. Understanding safety culture considers these relationships and contextual differences, so that planning does not depend on a view limited to headquarters.
The assessment may bring together teams from the sites and representatives of contractors. Listening helps define transformation priorities and the responsibilities of those who will lead each area of work.
Follow-up may include governance, competency development, and support for implementing tools. The participation of senior and middle leadership allows barriers to be discussed and decisions to be made about resources, responsibilities, and adjustments to the plan.
